To use USB 2.0 in Windows 98 (or in Windows ME) you must buy an add-in USB 2.0 PCI card, and it must include USB 2.0 driver files for Windows 98. It is now capable of detecting USB 2.0 drives as well, but if it does not, you will need to reboot again. Do note that this driver is for English versions of Windows 98SE only and won't work on the original Windows 98. They are also only to be installed onto the English version of Windows 98.

I did find these generic USB Mass Storage drivers, Warning! This way all you need to do is plug the drive in, Windows will recognise it and you will automatically see the drive in My Computer.
